Senior Project Controls Manager – New York, NY Amtrak, connecting businesses and communities across the country, is seeking a Senior Project Controls Manager to drive cost, schedule and progress measurement for the New York Penn Station Transformation program. The role will act as a Master Scheduler or Master Risk Manager, leading a team of project controls practitioners under minimal supervision of a senior program leader. Responsibilities Build risk management strategy and maintain a weekly updated project schedule to identify critical path. Lead the program team through risk, issue, opportunity management and maintain the master program risk register. Track potential changes with cost and schedule estimates visibility to the executive sponsor. Integrate cost and schedule data to facilitate risk and budget performance reporting. Develop reporting mechanisms, dashboards and presentations about project performance indicators. Support executive status review meetings, governance boards and change control boards. Manage controls data via EPPM, SharePoint or other approved PMO systems. Adhere to Amtrak Enterprise Project Management methodology and perform change management duties. Minimum Qualifications Bachelor’s degree or equivalent combination of training, education, and experience. 9 years of relevant project controls experience. Strong project management, collaboration and customer service focus. Excellent oral and written communication skills. Super-user of SharePoint, MS Project, Power BI/Access and Primavera/Oracle PPM tools. Mastery of project controls tools and work processes. PMP certification in good standing. Preferred Qualifications 11+ years relevant experience. Graduate degree. Licensed Professional Engineer. Understanding of railroad business functions and construction processes. Previous railroad, heavy civil and bridge project experience. Knowledge of contracts and contract administration. PMI-SP, PMI-RMP, CCP or PSP certification. Six Sigma Black Belt. Work Environment Office building environment; work in cubicle setting with occasional travel. Travel Requirements: Up to 25% Salary $135,800 – $176,040 per year, plus incentive and benefits package.
