The position could possibly close at any time.*** Under the supervision of the Equalization Director, conducts studies of real property to determine its market value and assists in the determine an equalization factor for each taxing unit and property class in the County. Gathers and compiles data for sales studies, land value studies, economic condition factor studies, and other reports to assist in making equitable reports in each class of property in each local unit. Assists the public and local unit officials with information on tax laws, property descriptions, assessing procedures, and related matters.
Essential Functions - Obtains data from county records, realtors, agents, property owners, and local assessors. Frequently refers to maps, plat books, recorded documents and other support materials. Works with local assessors to identify representative sales data.
- Prepares property record cards for on-site inspections of sold properties and properties selected for appraisals including historic research, property sketches, maps, and aerial photography.
- Conducts field inspections of property and interviews sellers and purchasers to verify date of sale, sale price, substantiate and to obtain details such as condition of structures, property improvements, and land use at the time of sale.
- Measures structures, yard improvements, and parcels of land. Draws up property sketches, determines soil categories, property size, exempt or taxable status, and land usage. Prepares sketches of floor plans and building layouts, calculates square (or cubic) footage of buildings, other structures, and yard improvements.
- Completes property record cards with site sketch, building sketch, and property attributes and enters information into computer-assisted mass appraisal system.
- Analyzes property sales by area to establish market value for assigned classes of real property. Conducts or assists in the economic condition factor studies used to adjust the state's pricing manual to current local market value. Produces completed assessment ratio analysis by class and unit. Defends those results with local assessors and the State Tax Commission. Makes corrections as necessary.
- Assists in the selection of study parcels by class (Agricultural, Residential, Industrial, Commercial and Developmental) and unit using the established guidelines.
- Assists the director in compiling other reports as required by the state.
- Assists taxpayers, real estate personnel, and others interpret maps and property descriptions, explaining the assessment process and providing other information related to departmental activities.
- Attends conferences, seminars, and workshops to maintain State Tax Commission certification and to keep abreast of current methods and regulations on appraising.

Employment Qualifications Employment Qualifications Real Property Appraiser I Education: High school graduation or equivalent.
Experience: This is an entry level position with a MCAO certificate. Experience with GIS and Apex sketching is preferred but not necessary.
Other Requirements: Michigan Certified Assessing Officer (MCAO) certification from the State Tax Commission or Michigan Certified Assessing Technician (MCAT) certification. Valid Michigan Driver's license.
Employment Qualifications Real Property Appraiser II Education: Associates degree or equivalent post-secondary education.
Experience : Three years of experience appraising real property providing knowledge of appraisals, Michigan tax laws, data processing, property descriptions, and other aspects of the appraisal process. Experience with GIS and Apex sketching is preferred.
Other Requirements: Michigan Advanced Assessing Officer (MAAO) certification from the State Tax Commission or Michigan Certified Assessing Officer (MCAO) certification with 5 years of field appraisal experience equivalent to Real Property Appraiser I. Valid Michigan Driver's license. Real Property Appraiser II must independently determine and defend land value, ECF, and final study values in property classes as assigned by the director.

Requirements and Working Conditions Physical Requirements (all levels): (This job requires the ability to perform the essential functions contained in this description. - Walking over uneven terrain to conduct appraisals of property and structures.
- Climbing stairs in order to conduct appraisals of structures.
- Bending, stooping, and kneeling to make measurements and appraisals.
- Ability to enter and access information from a computer terminal.
- Ability to travel throughout the County.
- Ability to lift record boxes and tax rolls weighing up to 25 lbs.
- Ability to file and retrieve documents from departmental files.
Working Conditions (all levels): - Travels to various sites throughout the County to make appraisals and examinations.
- Works outside in varying weather conditions.
- Works in an agricultural setting with odors, manure, live animals, deceased animals, and farming hazards.
- Occasionally works in an industrial setting, including orders, industrial chemicals, hot and cold temperatures, loose materials, and general industrial hazards.
- Must wear protective gear, hardhats, booties, steel-toed boots, protective eyewear, facemasks as required by OSHA, MI-OSHA, MDARD, or the property owner.
