The Law Enforcement Union Representative will be responsible for providing support, direction and coordination of legal and administrative services to those peace officer members in need from our four departments. AOCDS represents sworn members of the Sheriff’s Department, District Attorney’s Office Bureau of Investigation, Probation Department, and OC Park Rangers. In addition, the representative will be responsible to participate in the contract negotiations and the “Meet and Confer” process with the County/Departments, monitor the County/Departments recruitment and promotional system, respond to questions regarding the Memorandum of Understanding, assist members with grievances, County/Department policies and association business. Respond to the scene of Officer Involved Shootings (OIS), Custodial Deaths, Major Use of Force incidents and other incidents deemed necessary. Employee must be willing to be called in to work overtime on nights, weekends and Holidays as well as being placed on paid on-call as the primary responder to these incidents.

Overall Responsibilities

  • The staff representative will work under the direction of the Executive Director.
  • Understand the objectives, policies, and communication needs of AOCDS
  • Help communicate AOCDS’s mission by providing news and information both orally and written (paper or electronic) to the membership
  • Help to strengthen rapport between AOCDS and its members
  • Plan and develop information programs to communicate AOCDS’s accomplishments and agenda to appropriate audiences, including members, community, government agencies
  • Assist President and Executive Director with all active and retired member issues or questions regarding their employment or retirement
  • Develop message framework to guide communication with the community and members; includes overall key message points to solidify AOCDS’s reputation with members and in the media
  • Maintaining and educating the Area Representative program. Maintain the Area Representative contact list, prepare meeting agendas and information for representatives. Assist in insuring Area Representatives are kept fully informed regarding Board communications to members and assist in their communications to members
  • Prepare organizational communications to be included in publications for internal and external audiences, including member newsletters and AOCDS reports
  • Attend/monitor county or public meetings as directed
  • Respond to requests for information and support from the membership regarding interpretation of the M.O.U., county policies, department policies, department procedures, workers’ compensation issues, grievances, mediations, arbitrations, coordinate criminal, civil and administrative legal representation
  • Participate in the “meet and confer” process regarding changes to working conditions
  • Attend AOCDS events and serve as liaison to the members
  • Be willing to respond to an emergency call-out during work evenings, weekends and holidays if needed to provide emergency representation to members
  • At the direction of the Executive Director, be willing to be on paid on-call for emergency call-outs during work evenings, weekends and holidays to respond to emergency representation for members
  • Knowledge, Skills, and Abilities

  • Preferably but not required law enforcement experience
  • Preferably law enforcement association experience or knowledge
  • Knowledge of Human Resources preferably of a County/City government
  • Creative, results-oriented individual
  • Preferably three plus years’ experience in labor relations or human resources
  • Excellent English language, writing, editing, and reading
  • Excellent interpersonal and communication skills
  • Demonstrates effective knowledge of community leadership and the workings of local and state government
  • Demonstrates effective computer skills with Outlook, Word, MS Excel, PowerPoint.
  • Experience working with a membership and/or employee group
  • Ability to work as part of team and capable to perform effectively under pressure
  • Solid judgment and decision making
  • Willing to work additional overtime hours
  • Willing to be on paid on-call for emergency call-outs during work evenings, weekends and holidays
